FARDC (National Army)

The Congolese army has incorporated many different armed groups, such as the CNDP, into its ranks under the processes of brassage and mixage. As seen by  M23 mutiny, it is not a cohesive or disciplined group. In addition the soldiers face rough living conditions and lags in  pay. In the past and in the retreat from Goma the soldiers were accused of rape, looting, and murder.

 

These atrocities harm the UN mission, MONUSCO, because it backs the FARDC in some battles. Structural reform of the army is necessary, if soldiers are not being paid or receiving benefits this might be an incentive to take matters into their own hands and loot. Similarly a better system of reincorporation of rebel groups needs to be implemented.
