M23 was in the beginning stages of being formed. Ntaganda led a mutiny of 300-600 soldiers due to discontent over unpaid wages and poor living conditions. Later Makenga leads a separate revolt. Both men and some of the revolting soldiers were former CNDP members who were incorporated into the Army in 2009. The black line (other) represent the M23 splitting from the FARDC. Before the revolt and until aid cuts hit Rwanda the M23 was supported by Rwanda.
A June 2012 UN Group of Experts Report accused Rwanda of supporting M23 rebels. M23 is now represented by a black box because it is an established group which has caused mass displacement in the East. Tensions rise between the DRC and Rwanda. MONUSCO disapproves of Rwandas interference in the East. Rwanda's support of M23 seems to begin to fall amid accusations and then numerous international aid cuts. View the UN report in the link.
On March 28th the UN Security Council voted in a new mandate for MONUSCO which features an Intervention Brigade. This brigade has a mandate allowing it to carry out offensive operations against armed groups-the first of its kind. Many people raised concerns that the switch from traditional peace keeping to peace enforcement, under the same mission as MONUSCO could exacerbate the conflicts. View link.
